Q. What is it?

Education YES!-A Yardstick for Excellent Schools-is Michigan’s new comprehensive state accreditation system that will assign grades to all Michigan schools

The guiding principles of Education YES! are:

  • High academic standards
  • Use of multiple measures to determine achievement.
Q. Why was it developed?
Consistent with PA25, the Michigan Department of Education developed a system that would speak directly to all stakeholders in promoting excellence. The system that emerged, Education YES!-A Yardstick for Excellent Schools, provides both a snapshot of current school performance and supplies feedback and direction to assist schools on a path of meaningful change. Education YES! is based on the Michigan Educational Assessment Program (MEAP) results and School Performance Indicators.

1. Michigan Education Assessment Program (MEAP)
Two-thirds (67%) of the Education YES! grade is based on student achievement as measured by the MEAP tests.

The score will include:

  • Achievement Status-to measure how well a school is doing in educating all students
  • Achievement Change-to measure whether student achievement is improving or declining
  • Achievement Growth-to measure whether students are receiving at least one year of academic growth for each year of instruction

2. School Performance Indicators
Thirty-three percent of the grade will be determined by School Performance Indicators. All schools had to fill out and submit to the State a self-assessment on the following indicators:

  • Curriculum alignment
  • Continuous improvement
  • Performance management systems
Indicators of Instructional Quality
  • Teacher quality and professional development
  • Arts education and humanities for all students
  • Extended learning opportunities
  • Advanced coursework
Indicators of Learning Opportunities
  • Family involvement
  • Student attendance and dropout rate
  • Four-year education and employment plan
  • School facilities

Q. When are the grades expected to be given to schools?
Education YES! report card grades are expected to be released sometime in March 2003

 

Q. What will happen if the school fails?
If a school fails for three consecutive years, one or more of the sanctions below may occur:

  • Appointment by the State Superintendent, at school expense, of an administrator until the school becomes accredited,
  • Any parent whose child attends the school may send his or her child to any accredited public school with an appropriate grade level within the school district,
  • The school, with approval of the State Superintendent, shall align itself with an existing research-based school improvement model or establish an affiliation for providing assistance with a college or university located in this state,
  • The school shall be closed.
